The role of Mr. Inam Ghani, currently posted as Director FIA Lahore has remained very dubious during his tenure as Director FIA/Peshawar Zone. The officer continues to act in the same fashion in order to maintain the same privilege and imposing position as he had in the capacity of Director/Peshawar. His interference in the affairs of Peshawar Zone is not without reasons. Following are some of the considerable facts which need to be probed at a higher level for the respect and good name of the FIA and justice.
1. The famous enquiry of Adam Gee Paper Mills was closed with no justification which involves Rs.5 billion corruption and a loss of more than 1000 Kanal of government. Industrial land to land-mafia who have now started construction of a residential colony. The re-opening of this enquiry has seriously enraged Director Inam Ghani, the reasons of which need to be enquired.
2. WAPDA Construction Nowshera, especially during the military operation in Swat, embezzled unimaginable government funds on false pretext. An enquiry was started, but suddenly was closed as amongst the list of officers, an XEN, Jamil, was identified, who is a close relative of Mr. Inam Ghani. This enquiry was closed on a very clumsy ground and the billion losses to the national money went unnoticed. Re-opening order of this enquiry was another irritating point for Mr. Inam Ghani.
3. One officer of PESCO Mr. Shoaib (Deputy Director Admn) who is involved in an enquiry has been given a clean-chit of having no enquiry against him by the Deputy Director Crime (now the acting Director FIA/KPK) and has sent a letter to WAPDA/PESCO officials directly without the approval of the Director/KPK. This was reportedly done on the instruction of Director/Admn. Inam Ghani. Director KPK asked the I.O to withdraw this letter but they kept quiet as they were told that the Director /KPK are under-transfer and his orders are not to be obeyed.
4. A case of money laundering for registration against some highly influential people of Peshawar is still pending with CBC/CCC as Director Inam Ghani has reportedly asked not to register the case. The accused are his close friends and the enquiry was basically temporarily halted during the period of Inam Ghani which was re-activated by the new Director/KPK, and turned into case after completion of the investigation.
5. The enquiry against Pak PWD was in dormant and was re-activated by the Director Fasihuddin. This enquiry has identified a basic flaw in the miss-use of allocated money for the FIA-building. According to Pak PWD officials and contractor the subsequent allocations for the FIA-building were not used for the same specification and purpose, rather on the floor, reception, etc. So, further allocation was not possible. However, Inam Ghani tried his position and contacted Pak PWD for further allocation of Rs. 6.2 million. Why the procedure was not followed and why the need for extra-money was felt, needs to be thoroughly checked.
6. Inam Ghani as Director Admn was in more contact with the subordinate staff of the FIA/KPK in hatching conspiracy against his own officers, as he never digested his posting which put an end to his dual charge of Director/Admn and Director /KPK on June 16, 2010 after the posting of Director. Both his telephone numbers (0345-9391717), (0302-8581000) should be checked for SMS messaging between him and the staff of FIA/KPK during the last few months which will show that how much he was in contact with KPK subordinate staff and for what reasons?
7. Director/Admn never entertained the recommendations of any officer for posting /training abroad from zonal office, KPK. The headquarters generally ask for the nomination. Instead of the zonal office nomination, Inam Ghani used to ring another subordinate and oblige him for foreign training with no valid reasons or criteria. This created a kind of grouping amongst the subordinate staff, Inspector Malik Aziz nominated to Australia(his blue-eyed inspector during Inam Ghani's posting as DPO-Haripur), and Inspector Ejaz Khan nomination to Thailand are a few examples, instead of the zonal office nominations.
8. Director /Admn manipulated the transfer of Assistant Director Admn, FIA/KPK and nephew of the then DG, FIA, Mr.Abdullah Khan from AD/Admn to AD/Security without the approval of the then DG/FIA. He instructed to reverse the same after the then DG expressed his anger. The matter needs enquiry as to why he was transferred and was returned to his seat. Director /Admn kept this kind of attitude throughout so as to intimidate the subordinate staff. Two lower subordinates, Mir Samad and Muhammad Sarwar of FIA/KPK were transferred to Headquarter, one of them (Mir Samad) was sent back to KPK to the post in Security of KPK zonal office, the orders of whom don't show the approval of the worthy DG/FIA. Reportedly, the two lower subordinates have annoyed some relatives of Inam Ghani in district Charsaddah. Director /Admn has over-stepped his authority in such posting/transfer and interference in FIA/KPK. As per record there was no enquiry/case/complaint pending in headquarter/zonal office against the two above lower-subordinates.
9. Director/Admn, a close friend of Inspector Tahir Durrani, with whom he was rusticated from Edwardes College Peshawar during his Graduate Studies by the principal of the College, T.W. Wollmer after they were found drunk and naked, issued a show-cause/explanation to one lady official Anila, but withdrew the same after she was summoned to FIA/Headquarter with no proper enquiry or investigation. The three officials, including one lady, Salma Jan, were suspended for allegedly involved in a case of deportee, but before any finalization of the enquiry, Director/Admn got them re-instated after they visited him in FIA/ Headquarters. Such whimsical suspension/explanation/transfer and re-instatement/ with drawl are not a proper legal approach.
10. The conduct of the Director /Admn has been thoroughly unbecoming of a senior officer and his attitude was extremely detrimental to the good name of the FIA, including alleged provision of false reports to media against his own officials. A high-level enquiry needs to be initiated for the esteemed role and status of the FIA in fighting against corruption and organised crime. --
