A top retired government official on Sunday asked the Chief Justice Pakistan Iftikhar Muhammad Chaudhry to take note of excesses perpetrated on him and his family by Additional Registrar Peshawar High Court.

 

Former Provincial Secretary and Senior Member Board of Revenue, Khyber Pakhtoonkhwa, Reayat Khan said that Additional Registrar Peshawar High Court, Dera Ismial Khan Bench, Rauf Khattak has managed to emerge as most powerful and rich person in the area.

 

Now, the politically motivated official is employing all the resources including fake cases and harassment to deprive him of his property, said Reayat Khan while speaking at a press conference at National Press Club.

 

He said that he has served the nation at a highly responsible level and has delivered honestly and efficiently and after about seven years of his retirement he and his sons are continuously being involved in fake, baseless and built up cases like aerial firing etc.

 

He clarified that the players in the fake and baseless cases are Mr. Rauf Khattak and Sahibzada Khurshid Ahmed Additional Registrars Peshawar High Court.

 

It stands proved that Additional Registrar Peshawar High Court Sahibzada Khurshid is harassing witnesses, concealing facts, filing inquiries on baseless grounds to the extent that he has shown living witnesses as dead in his inquiry report to provide protection to Mr. Rauf Khattak.

 

He said that involvement of judicial officers in such cases has stigmatised judiciary and he can furnish proof of wrongdoing of judicial officers if given full hearing.

 

He demanded that apart from corrupt politicians and bureaucrats, judicial officers should also be held accountable, especially those who have made fortunes.

 

The veteran bureaucrat said that a case was framed against him and his son to stop the later from appearing in the competitive examination and to irreparably damage his whole family and perpetuate their tension/torture.

 

"Former Senior Member Board of Revenue Ahsanullah Mehsud, SP Investigation Karak Anwar Saeed Kundi, DPO Karak Sajid Mohmand, SDO Fata Construction Sub Division, Peshawar Sher Afzal are directly involved in the malpractices, illegal acts with corruption as a regular and continuing process," he said.

 

Member Board of Revenue KPK Hussain Zada is yet another player who submitted an exparte, flawed biased and glaringly illegal inquiry report despite repeated no trust expressed in him  which amounts to deliberate, brazen/naked partiality and unprecedented violation of the fundamental law, he said.

 

Reayat Khan made a stirring appeal to the CJP to take note of violation of law for personal unholy designs by the senior judicial officers like Mr. Khurshid Ahmed who concealed the concrete and documentary facts to the extent that responsible government servant living and functional has been shown as dead, the healthy as sick and ailing, the resourceful as financially weak-unable to afford the travelling expanses from DIK to PHC for appearance as witness.

 

To be brief if senior judicial officers entrusted with conducting judicial inquiry resort to twisting, perverting, and above all killing the ground realities where should the victims go for justice, he questioned.

Islamabad: A group of real estate and business professionals is currently visiting Pakistan with an aim to attract investment in the American real estate sector.

 

The group has also planned to establish an orphanage and a community centre in Rawalpindi where underprivileged girls and women would be provided education, food, shelter and employment.

 

Talking to business community of twin cities at Federation of Pakistan Chambers of Commerce and Industry (FPCCI) Capital Office, President of the Richmond, Virginia based Group Ms. Ruby Sabir, and Vice President Michael Ryan said that they plan to help disadvantaged with the help of a foreign NGO.

 

Chairman Media FPCCI Malik Sohail Hussian, President Islamabad Women Chamber of Commerce and Industry Samina Fazil, and others were also present on the occasion.

 

Ruby said that women will be provided necessary training to make a decent living. Local women get Rs 100-200 for embroidery while the same product fetches up to 200-300 dollars in the US, she said adding that we will provide them direct access to the buyers, she said.

 

Michael Ryan said that we will help Pakistanis locate UC commercial real estate investment services. He said that property is at historically low prices in the US and a proper decision can help investors get benefits.

 

He informed that Green Cards and Visas can be obtained through investing in real estate in few weeks time.

 

At the occasion Malik Sohail and Samina Fazil welcomed the move to support the least privileged and assured the delegation of full support and liaison with chambers, associations and investors. 

 

Malik Sohail said that national trade leaders Tariq Sayeed, Iftikhar Ali Malik and Senator Haji Ghulam Ali are very supportive of the initiatives to support the social class lowest in the social hierarchy.

 

He said that FPCCI is there to facilitate all foreign investors and those who seek investment of locals in profitable ventures abroad.

 

Demanding facilities for elderly, he said that helping women through nano finance is something neglected by those who can bring a change, said Malik Sohail.

Agriculture insurance can address problem of food insecurity

Production, profit, livestock yields of farmers should be protected

A sound insurance system can strengthen the agriculture sector of country and address the menace of food insecurity in Pakistan, an expert said.

 

Government as well as private sector should take steps to provide protection to life, health and assets of rural people, said Mian Akram Shahid.

 

Farmers could be saved from impact of disease, viruses, drought, flood, insects, natural disasters, weather, rains and other risks, he said while speaking at a forum organised by the Pakistan Economy Watch.

 

Shahid said that agricultural yields could go up by 25-30 per cent if cultivators try improved methods which are also covered. Similarly, Pakistan can have a better livestock yields if proper steps are taken.

 

Insurance companies need to be encouraged to offer wide range of schemes including crop yield insurance and crop revenue insurance, he said. Some issued impinging on commercial insurers must be tackled.

 

There should be a mechanism in place to provide training to companies in the area of agricultural risk management and to equip them to identify opportunities and develop products that help mitigate risks, he demanded

 

Mian Akram Shahid, who is also President of United International Group, said that there is a need to build the capacity of the institutions by providing the knowledge and skills required to design, price and implement agricultural insurance programmes.

 

Insurance does not and cannot obliterate risk, it spreads risk, he said adding that agri insurance alone was not enough to solve the problems of growers. It is also important to provide farmers with good agricultural practices and services that allow them to improve productivity.

 

He advised farmers to try to produce more than one product to avoid dependence on the production and price of one product. Diversification is a simple way to avoid some risks, he said.

Mian Akram Farid, Chairman of the Skill Development Council (SDC) on Saturday said all resources would be used to empower women entrepreneurs without which Pakistan cannot excel in the comity of nations.

 

Women can play a very active role in economic revival of Pakistan; he said adding that delivery of national goals cannot be achieved unless growth of women is focused.

 

Speaking to business women after officially inaugurating 2-day Women Entrepreneurs Eid Expo, he said that such events provide chance to reflect on the role that women entrepreneurs play in the economy.

 

Appreciating the initiative, Mian Akram Farid said that women entrepreneurs in the informal sector which are largely invisible also need our attention.

 

He said that SDC will provide all possible facilities to business women while he will provide them free display facilities.

 

Mian Akram Farid said that such initiatives should be supported by the concerned government organs as well as business community including chambers of commerce and associations.

 

Building capacity of women—52 per cent of the total population – has become a great challenge, the veteran business leader observed.

 

Farid said that strong skill development of women is the key to the economic well-being and such creative events are imperative for development of women entrepreneurs.

 

He said that women are more focused on garments, fashion, jewellery and beauty salons ignoring many sectors that badly need their attention.

 

He advised women to share skills, ideas, experiences and explore branding, advertising, e-marketing and start making personal, business and product profile to boost businesses.

 

Speaking on the occasion, Samina Fazil, President, Islamabad Women Chamber of Commerce and Industry said the expo will provide an opportunity to the women entrepreneurs to expand their businesses.

 

She said that women have the potential to get their skills recognised but the missing link if provision of opportunity.

 

Our main objective is to facilitate poor segment of the society, especially women, to help them stand their own feet and earn livelihood in a decent manner, said Samina Fazil.

 

She told women that they should not leave with the same friends that you had when you came here. Lack of confidence is keeping you from progress.

 

Business women showcased garments, leather goods, jewellery, handmade embroidery, dresses, decoration pieces, traditional pots, and bridal accessories in the expo.

 

Different government organisations including Stone Development Company were also represented in the event.

Considering the prevailing law and order situation in the country, the
United Bank Limited (UBL) has initiated a plan to provide insurance
cover to over one million debit cardholders.

According to the details, UBL has signed a bancassurance agreement
with an insurance company according to which any cardholder who is
deprived of money within three-mile radius after using any ATM will be
compensated.

The agreement was signed by Najeeb Agrawalla, Group Head, Marketing, UBL and
Mian M. A. Shahid, Chairman United Insurance Company (UIC).

Speaking at the occasion, Mian Shahid said that the law and order
situation is not very conducive which has created a need for such
customer friendly plans.

He said that ?ATM Card Secure Plan? is a bold initiative that offers
security and sold insurance cover to cardholders.

Such insurance schemes are getting popular globally and such moves
aimed at providing financial security should be preferred by the
businesses and masses, he added.

Samina Fazil, President, Islamabad Women's Chamber of Commerce and Industry (IWCCI) on Friday said 2-day Women Entrepreneurs Eid Expo will kick off today July 23-24 in a local hotel at blue area.

 

The inter-provincial expo will provide an opportunity to the women entrepreneurs across Punjab and Khyber Pakhtoon Khwa to expand their businesses, she said.

 

Speaking to business women, Samina said that expo will show window handmade embroidery, dresses, jewellery, decoration pieces, traditional pots, and bridal accessories made by women entrepreneurs.

 

She said that women have the potential to recognise their skills at national and international level all they need is opportunity. We have planned this event so that women can offer their products and services in a better way. She added.

 

Samina Fazil said that our main objective is to facilitate poor segment of the society, especially women, to help them stand their own feet and earn livelihood for their family.

 

Fair had been designed to promote the skills of businesswomen and give them an opportunity to learn from their counterparts, she said.

President PML-Q Ch. Shujaat Hussain on Wednesday said Pakistan is caught in a deepening economic crisis which can be resolved through political reconciliation.

 

Economy can prosper if all political forces find common ground to bring country out of current mess to ensure political and economic stability.

 

The veteran politician said that Pakistan has enough resources and human capital to become a major economic power but some politicians are working contrary to the national interests to gain mileage, he said.

 

Talking to Dr. Murtaza Mughal, President, the Pakistan Economy Watch (PEW), Ch. Shujaat Hussain said that many countries have proved themselves in the comity of nations without as much resources as we have.

 

He said that no country with such divisions have ever moved forward adding that it is high time to shun differences.

 

Numerous opportunities have been lost due to current situation which can bring development to a standstill, he added.

 

He said that his family has always sacrificed in the national interest and can go to any extent for the sake of motherland.

 

At the occasion, Dr. Murtaza Mughal said that major political problems remain unresolved which has put brakes to the development.

 

He said that all the policies having an impact on trade and commerce should be revaluated.

 

Dr. Murtaza Mughal said that apart from business community, political parties should also try to contribute towards stability.

 

Political conflicts over the past years have cost the country in terms of lost economic opportunities, growth and competitiveness; he said adding that and masses want an end to it.

 

Investors have low confidence in the economy because they are worried about political uncertainty having an adverse impact on business; they avoid committing to long-term investments, said Dr. Mughal adding that situation is helping flight of capital from Pakistan.

 

Stressing for a national reconciliation policy, he said that the party that initiates dialogue to fill the gap between different political parties will earn the respect of masses.

Imposition of general sales tax on machinery imports is detrimental for expansion of industrial base in Pakistan, an official of Federation of Pakistan Chambers of Commerce and Industry (FPCCI) said Sunday.

 

Slapping 17 per cent GST on imports of machinery, equipment etc has put brakes on expansion and modernisation plans of many industrial concerns while scores have shelved idea to set up new factories, said Raza Khan, Chairman Coordination, FPCCI.

 

Speaking to business community at FPCCI Capital Office, he said that cost of doing business is increasing during these times of sluggish growth which is not in the national interest.

 

Such moves have raised new questions over the country's prospects for economic stabilisation, he said adding that it will contribute to unemployment, anxiety, lawlessness and reduced tax collection.

 

Raza Khan said that manufacturing and SME sector should be encouraged to play their due role in national development with peace of mind.

 

The combination of inflation, rising debt, high interest rates, energy shortfall, law and order situation and slow economic growth are growing problems which shouldn't be ignored, the FPCCI official noted.

 

He said that the cumulative effect of imposition of 17 pc GST on machine imports has raised final cost by around 22-30 per cent, depending on situation, which is unbearable.

 

Some businessmen have started shifting their units to regional countries offering incentives and enabling policies, he informed.

 

Moves that result in reduced industrial capacity, lower share of manufacturing in total national output, and shift to the services sector will never help country achieve a sufficient surplus of exports over imports to maintain external balance, warned Raza Khan.

 

He demanded that that SRO 448(I) should be reversed to impose SRO 575(I) in proper shape to save country from deindustrialisation.

 

17 per cent GST is not a tax but a fine and punishment inflicted on business community on the dictates of foreign masters, he said.

Islamabad: [July 17]---The Pakistan Economy Watch (PEW) on Sunday said economy of the country is going down by the passage of every day which calls for urgent and decisive actions by the government.

 

Incompetent leadership and policies without logical or meaningful connection have left country astray while preserving credibility has become a big challenge for the government, it said.

 

Doubts, uncertainty, panic and pain has become part of the life for commoners as well as business community, said Dr. Murtaza Mughal, President PEW.

 

Loss of confidence is a very serious issue taken lightly by the politicians while the experience shows that it is impossible for a country to regain the faith of market once lost.

 

To avoid such an outcome, our leaders must act boldly and swiftly through parliament to boost anaemic growth rate, said Dr. Murtaza Mughal.

 

Islamabad urgently needs to send a clear message to convince international community and investors that government is now serious to introduce radical structural reforms.

 

Dr. Murtaza Mughal said that unpopular reforms will take time to produce results but will restore the market's confidence which is dwindling due to impression that rulers are willing to risk everything to prolong rule and protect personal wealth.

 

Our lumbering and complicated legal system that imposes huge costs on business community must be overhauled while dispute mechanism system should be made simple and speedy, he said.

 

Dr. Mughal said that current circumstances are leading country towards unsustainability raising serious challenges to our independence.

Resignation of Governor State Bank of Pakistan Shahid H Kardar is a very serious development which has added to worries of business community, an official of the Federation of Pakistan Chambers of Commerce and Industry (FPCCI) said Thursday.

 

The development has also sent negative signals international lending institutions and other donors while contributed to uncertainty among investors, said Raza Khan, Chairman Coordination, FPCCI while speaking to business community at FPCCI Capital Office.

 

He said that surrender of Kardar can further delay talks with IMF which were expected in August. The move proves that the SBP was not allowed to work freely so that it can play due role in improvement of the economy.

 

The finance ministry continues to dictate directives like financing unproductive expenditure through printing currency which has resulted in sluggish economic growth and criticism on the regulator that has forced three governors of SBP to step down, he added.

 

Raza Khan said that forcing commercial banking companies to hold government securities has resulted in negative return to depositors and suffocation of the productive sectors, he said.

 

He said that development suggests that the former governor was reasonably serious about reforming economy but was not allowed to take up his leadership role while the top government functionaries remained non-serious as far as the economic development is concerned.

 

Rulers which are too busy in politics to consider steps aimed at economic improvement should take urgent steps to reassure banking and finance industry of the country which has jolted by the development, the FPCCI official demanded.

 

Government should develop interest in good governance, proper tax effort, right direction, capital formation and economic development and use private sector to accelerate the process of investment and growth.

 

Raza Khan called for serious efforts on the part of the government and commercial banks to bring country out of low growth and high inflation. Government will never try seriously to broaden tax net as far as it can get facility of unlimited credit from banks, he said.

 

The new governor of SBP should try to mobilise savings, finance private sector and design policies for price stability while keeping monetary policy considerations supreme than needs of the rulers.

Japan funds UNESCO for strengthening flood warning system in Pakistan

 

Islamabad, July 12, 2011: The Exchange of Notes (EN) and a Grant Agreement (GA) for “the Strategic Strengthening of Flood Warning and Management Capacity of Pakistan” were signed today between Government of Japan; United Nations Educational, Scientific and Cultural Organization (UNESCO) and Japan International Cooperation Agency (JICA) at Islamabad.

 

 

The grant amount of Japanese Yen 284 million will be utilized by UNESCO for following three interrelated pillars of the captioned project.

 

A)      Strategic augmentation of flood forecasting and flood risk and hazard mapping capacity.

B)       Knowledge platform for sharing transboundary databases and community flood management information.

C)      Capacity development for flood forecasting and hazard mapping.

 

 

This project will enable the country’s capacity to deal floods and watershed management in a holistic manner, reduce the human and socio-economic impacts of flooding, and improve the social, economic, and ecological impacts of floods and safer human settlements near flood plains in partnership with international networks.

 

 

In a brief ceremony, H.E Hiroshi OE, Ambassador of Japan to Pakistan and Mr. Takatoshi Nishikata, Chief Representative of JICA Pakistan signed and exchanged “EN” and “GA” respectively with Dr. Kozue Kay Nagata, Director/Representative of the UNESCO in Pakistan.

The Pakistan Economy Watch (PEW) on Tuesday lauded the decision of the military leadership to refuse to bow to American pressure and reject conditional US aid terming it a move in the supreme national interest.

 

Our armed forces are not dependent on American aid to combat terror; the refusal to toe American lines blindly has contributed to its popularity and made whole nation proud, it said.

 

Americans cannot be allowed make Pakistan a heaven for its CIA and Black water spies to jeopardise national security, said Dr. Murtaza Mughal, President PEW.

 

He said that US has tried tactic of suspending aid seven times since 1965 while latest attempt to block 800 million-dollar military aid will help her achieve nothing.

 

American latest assault on our security apparatus will prove counterproductive as we have kept other options open, he said.

 

Dr. Murtaza Mughal said that America has again proved that it is an untrustworthy ally that is in habit of parting ways when needed.

 

Suspension of aid proves that White House is more interested in destabilising Pakistan than winning it war on terror aka wars for profit.

 

The decision of military leadership proves that it is not ready to compromise on interests of Pakistan and it is reversing Musharraf's era faulty policies, he said.

 

He demanded to oust all of the American intelligence operatives -- likes of Raymond Davis -- from country that are working under the grab of diplomats, experts, trainers, technicians, social workers etc.

 

US policymakers should realise that Pakistan is not a satellite state and that our interests are different than that of Americans.

 

Pakistan's interests are not and should not be influenced by wishes of Americans, Dr. Murtaza Mughal said.

 

India has once again unveiled its unholy designs against Pakistan by welcoming the move, adding that New Delhi will never attain dream of regional supremacy with the help of US masters, he said.

 

Dr. Mughal said that US should accept its defeat in Afghanistan, abstain from blaming others for her political and military failures, shelve revenge plans and efforts to find escape goats, learn lesson from history and leave this quagmire.

Calls for reviving public sector enterprises

The Pakistan Economy Watch (PEW) on Sunday said Government can change the fate of people of Pakistan but revitalising loss-making public sector enterprises.

 

All autonomous organisations are incurring heavy financial losses and facing serious financial crisis because of political interference, mismanagement, inefficiency, financial ill discipline and over-staffing, it said.

 

These state-run institutions have become a big burden on the national resources and privatization process is admission of the fact by the government that it cannot bring them to profit, said Dr. Murtaza Mughal, President PEW.

 

He said that political will is needed to stop the drain these institutions are causing to the nation exchequer since decades.

 

Rulers need to revisit principles of profitability of commerce and trade and hold individuals responsible for objectionable practices which have deprived these institutions of ability to produce jobs and contribute to enhanced revenue collection.

 

Dr. Murtaza Mughal said that all such institutions should be free of political meddling and top officials should be appointed on merit. Professionalism must surpass political inclination in all the appointments, he demanded.

 

These institutions should not be under the control of ministries where politicians and bureaucracy take decisions which are contrary to the supreme national interests.

 

Similarly, government should introduce a strong accountability system and take steps to ensure that people sitting on the Board of Directors (BoD) are known for dealing aboveboard in everything.

 

Currently, he said, BoDs include yes men which have no contribution except acting as rubber stamp which is criminal, he said.

 

"Government can also consider giving seats to women in such BoDs which have low tendency to violate law for personal ambitions," said Dr. Mughal.

 

Such steps will help revive public sector institutions and give relief to masses that are paying for the endeavours of politically connected people.

 

This will not only add substantially to the government's exchequer but will also bar government to sell national assets at throwaway prices, he said.

Consul General Afghanistan Consulate, Peshawar Syed Muhammad Ebrahim Khil has said that his country is willing to issue multiple visas to Pakistani businessmen.

 

This will enhance bilateral trade and brotherly relations between the two neighbouring countries, he said.

 

Talking to Raza Khan, Chairman Coordination, Federation of Pakistan Chambers of Commerce and Industry (FPCCI), the diplomat said that Afghanistan is the only friendly country bordering Pakistan which is not charging any visa fee from Pakistani brethren.

 

Some people from Punjab think that there is some kind of processing fee which is incorrect, he informed.

 

Syed Muhammad Ebrahim Khil said that around 1000 people approach Peshawar Consulate daily out of which only 300 get visas.

 

"We want to issue more visas but want of staff and some other problems are barring us," the Consul General said.

 

The envoy stressed the need for enhanced interaction between the business community of the two countries and proposed frequent exchange of delegations with the help of FPCCI to cement ties.

 

He said that security and customs officials of two countries should not hamper bilateral trade for personal gains and that Pakistan should do something about 5000 Afghan containers stranded in Karachi port without valid reason causing loss of around 500,000 dollars every day.

 

Afghanistan Chamber of Commerce and Industries (ACCI) was also very uneasy over the recent developments and has called for extreme measures, he informed.

 

Ebrahim Khil said that we are willing to issue visas to participants of Tablighi Ijtema (annual gathering of devotees) and they should furnish details at earliest.

 

At the occasion, Raza Khan, Chairman Coordination, FPCCI lauded the supportive role of Afghan Consulates in Karachi, Quetta and especially Peshawar.

 

He said that FPCCI is ready to resolve trade disputes between businessmen of the two countries so that bilateral trade can be promoted.

 

Peshawar, one of the oldest living cities in Asia, has for centuries been a centre of trade between Afghanistan, South Asia, Central Asia and the Middle East.

 

Presently, almost all of our exports to Afghanistan, central Asia and as far as Moscow are conducted through trade convoys from Peshawar which is not possible without help of Kabul, he said.

 

Raza said that Pakistan's government support, provision of facilities and security can again transform Peshawar into a major trading hub which will not boost underdeveloped province but also help contain terror.

 

Raza Khan said that a transparent transit trade deal is in the interest of both countries which remain a challenge. Transit trade should not be misused by either side or offer incentives to smugglers on any side of the divide, he said.

 

The FPCCI official said adding that we share same frontier and have inherited common historical, cultural and religious traditions that call for large-heartedness and compromise leading to reciprocal concessions.

 

We will continue to seriously support all of the landlocked countries, he assured the Afghan Consul General.

Islamabad: (July 06 )--Rishad Bathiudeen, Minister for Industries and Commerce of Sri Lanka on Wednesday said his country aims to boost economic, trade and commercial ties with a genuine friend like Pakistan.

 

He said that Sri Lanka is Pakistan's biggest trading partner in Saarc outside India and we share common perceptions on many regional and global issues.

 

Speaking to business community at FPCCI, Capital Office, Bathiudeen said that the current bilateral trade volume stands at $338 million which can be increased with the help of private sector.

 

He said that balance of trade has always been in favour of Pakistan which is contributing to economic development of a brotherly country.

 

Sri Lankan High Commissioner to Pakistan Jayalath Weerakkody, Raza Khan, Chairman Coordination, FPCCI, Hameed Akhtar Chadda, VP, ICCI, Tauseef Zaman, Shahid ur Rehman, government officials as well as businessmen of both countries were also present on the occasion.

 

The minister said both governments have agreed to provide enhanced opportunities to the private sector to interact to benefit from untapped potential.

 

Plans to cement links and other steps to further encourage Pakistani investors are on the cards, he added.

 

The Lankan Commerce Minister invited Pakistani investors to his country saying that strong post-war growth potential is an opportunity for everyone.

 

Pakistanis can get trade concession in all the countries and groupings of which Sri Lanka is a signatory, he informed adding that we urgently need some fifty thousand head of cattle from Pakistan.

 

At the occasion, Raza Khan said that 8.1 per cent growth, per capita GDP hike to $2400 and economic freedom standing at 57.1proves that investors have trust in policies of Sri Lankan government.  

 

He said that decision to allow 100 per cent owner ship to foreign investors without needing a local partner will attract heavy investments in geo-strategic placed country.  

 

Visit of Rishad Bathiudeen will prove a significant milestone in the history of both countries and will go a long way in fastening the ties, said Raza Khan.

 

He thanked the minister for inviting FPCCI delegation and assured participation in international exhibition and business forum "Expo2012," scheduled March 2012.
