HOW TO BRING ABOUT SOCIAL CHANGE
IN PAKISTAN?

I, "Mahmood Mirza," a Lahore-based writer and social activist, and my friends are making efforts to find a roadmap of social change in the sick Pakistani society. We are looking for participation of those who desire to break the status quo and intend to change the prevalent social structure, political and socio-economic system. We want people empowerment through social justice and healthy democratic process.

Common man has reached the conclusion that the prevalent social structure and the politico-economic system will not serve him. It serves the elite, the corrupt, tax evaders, smugglers and those who enjoy state power. The people feel the need for social change. They are waiting for the change as if it comes from the heaven as a gift. Or else they hope that a mass uprising will someday bring the change as it happened in Iran in 1979. The recent popular uprising in tightly-held societies in Tunisia and Egypt etc. falls short of change in social and economic structures. No. Pakistan is a different case, it is a multi-ethnic nation where certain circles have divisive tendency. We face an organized subversive movement of the Taliban and sectarian militant groups. A directionless uprising of masses will provide opportunity for the divisive forces, subvertionists and militants to fish in the troubled waters.

This means that the movement of social change has to be properly organized, well thought-out and led by responsible persons who ensure that it does not provide opportunity to the enemies both internal and external, to weaken our national solidarity. The movement for change has to be democratic and peaceful.

Questions referred to are four. You may however comment on any of them.

1. What should be the agenda of the change? What changes need to be made in the structure of the society and the political, economic and administrative systems? The agenda must aim at establishing a strong, prosperous and egalitarian system.

2. How to mobilize public opinion behind the agenda and how to bring about behavioural change in the society for nation-building?

3. How to bring about the social change? In other words what should be the mechanism and the process of change?

4. Who will be the agent of change?
