Sir, 
I must commend you for suggesting a way out, the right way out,  for the gross neglect which has pushed Balochistan into present state. I do not know what are the basis of your opinion but you are fairly accurate.  If I may also give my opinion?  I suggest the following:

1.  In my opinion, Army is not needed in Balochistan as the number of militants/insurgents is small, indeed. They operate in a void of governance with complete freedom, no police, non- effective  civil administration and often supported by the ministers themselves. A firm governance, efficient police, judiciary which can punish in matter of weeks/months, some help from army in supporting the police-role of FC, and active foreign office support will succeed in turning around Balochistan in matter of weeks. 

2. The existing crowed of entire provincial assembly, who sits on treasury benches, is itself involved in a big way in insurgency and crime, with an exception of a few, who either  do not raise their voice being weak, or belong to JUI, who in any case always follows the path of least resistance. The ministers/advisers are themselves sponsoring kidnappings for ransoms, looting of buses, even killings of their enemies and they provide full protection to criminals. Lawyers, judges and media are so scared that the guilty run freely and anti Pakistan elements are not checked. Billions given by federation have been eaten away creating serious anti-government feelings as no socio-economic development is taking place and people are suffering.

3. The MPA, i.e all ministers/advisers should  be taken in protective custody as soon as the governor rule is imposed while special courts try them for their crimes and criminal incompetence. To start with, they all have been given first Rs. 250 millions per year and now Rs. 300 millions for "development". They should be asked to prove the fair use of this money and why did they fail in the trust placed in them by virtue of being made a minister and violated the oath they took.

3. A firm governor, ( not Magsi Sahib, not a politician or judge) with police and FC can turn around the province in matter of weeks. Of course, through an ordnance, B Areas is to be reverted back to pre-2009 status of A Area and rag tag Levies bearing allegiance to sardars, made Police again. Other provinces will have to extend help to train and fill the gaps in criminal investigations.

4. Army's assistance would be needed in coordinating intelligence, totally restricting any autonomous action by agencies, and to provide operational mobility to  FC and police.

5. Special courts on the lines of Italy to try mafia, with judges and lawyers wearing masks, or military courts, if the CJ of SC allows, will have to be arranged. (The Honourable SCCJ has not yet accepted the reality that major powers are supporting an insurgency in Balochistan. He sill thinks that FC and intelligence agencies are being high handed here, which is totally wrong. The judicial system has totally been compromised and killers must be killed through extra-judicial measures. This is normal in a war. CJ must understand this.) 

6. There are many pro Pakistan sardars in Baloch / Brahui areas who will take a sigh of releif when "government" decides to place trust in them, rather than the stooges masquerading as defenders of Baloch on behest of CIA, RAW and MI6,

7.  Finally, while the governor rule must go on for at least 3 years to ensure all criminals are punished and  normalcy returns, FO must aggressively pursue reduction of US, India and UK involvement in insurgency in Balochistan.

The Punjab Forum on Thursday said the Supreme Court ruling regarding complete constitutional breakdown in the province of Balochistan should be taken seriously by the Government.
 
Situation in the volatile province can only be normalised by initiating a massive military operation after imposing Governor's Rule, it said.
 
The civilian government and administrative machinery has failed to deliver which calls for decisive action, said Baig Raj, President, Punjab Forum.
 
He said that provincial government has failed to control crimes like target killings, extortion and kidnapping for ransom due to lack of capacity and will.
 
Similarly, FC can maintain law and order in the province to some extent but its presence is no substitute to a full-fledged military operation against terrorists backed by powerful nations.
 
He said that businesses, schools, government offices and even courts in Balochistan are working due to protection provided by the FC. Baluchistan is still part of Pakistan due to the sacrifices offered by the FC and ISI, he added.
 
We need to encourage FC and ISI which is battling terrorists and laying down lives to defend Pakistan and Pakistanis, he said adding that agencies are fighting our war and demoralising last line of defence is unwise.
 
Baig Raj said that it appears that everyone is looking at situation from the angel preferred by the anti-state elements. Majority of state institutions are trying best to please terrorists and discourage elements defending the motherland.
 
This has encouraged BLA and other terrorists who are now targeting Pashtoons and the diplomats of friendly countries. This is the time when Army should leave barracks.
 
Pseudo-intellectuals are advocating negotiations with secular terrorists but they want merciless operation against jihadis in Fata which is hypocrisy.
 
If majority of institutions continued to treat traitors as VIPs on the behest of US, it will inflict great harm to Pakistan, warned Baig Raj.
