If  computers are judges!
Asifa Querashy
If police records (more often 90% flawed)are the sole determinants of court judgments ,then do we need judges with human blood running in them to adjudicate the  criminal cases.Perhaps computers would do the job quick to rid country of backlog of thousand of old cases.Punch in the FIR (police is infamous for registering after protracted delays) and other police records, evidences etc to dish out the judgments. If human passion and factor is missing, then computer is quicker and better option available.

Perhaps this has happened in Mukhtaran Mais' case.Trusting the police records known for horrendous corruption and resorting not to judicious use of human judgment Allah ordains the  judges to also apply to make 'adl'.They could had visited the site(if they did not) to have found the truth. The SCP judgment sadly suggests that  the heinous act of rape to be of an individual and not by the gang which is simply unbelievable in the kind of verdicts these feudal based 'panchiats' often resort to. Muktaran Mai is right to have lost trust in court judgment and now leaves her case to Allah to make HIS final judgment on both the verdict and judges.

Media Tribe> News--Soaring gold prices, investors losing confidence in dollar

Soaring gold prices suggests investors losing confidence in dollar

Further dependence on volatile dollar very risky

China better placed to provide int'l reserve currency

 Islamabad: [April 21]

The Pakistan Economy Watch (PEW) on Thursday said unprecedented hike in gold and silver prices suggests that investors have lost some faith in weaker US dollar.

The development also hints at lack of confidence among investors in America's political and economic system as well as capabilities of leaders.

Such developments can be attributed to the flawed US policy of 'spend and borrow,' said Dr. Murtaza Mughal, President Pakistan Economy Watch (PEW).

Unhealthy habit of spending more than income has transformed US from largest lender nation to the biggest debtor.

The US government debt is set to exceed 70 per cent of GDP which will hurt its prestige, power and influence; he said adding that otherwise the status of the dollar would have never been called into question.

A country needs to have stable political and economic system to have a stable currency, said Dr. Murtaza Mughal.

He said that dependence on dollar has become increasingly dangerous while calls for another international reserve currency are yet to be translated into realty.

China is better placed to provide a reserve currency as it has largest reserves. Chinese enjoy a focused government and few economic worries as well as challenges, he suggested.

Dr. Mughal said that whole world is seeing the scale, resources and organising capacity of Beijing. China is already the world's largest exporter and the world's largest net creditor; by 2014 China's economy will pass the US, in absolute size, he said.

World would be at ease in the Chinese dominance as they are not assertive and not very sensitive about their ranking in world system.

Beijing is not in habit to impose their ideology, political, intellectual, economical and cultural influence on others therefore their dominance can be a good omen for world's peace, he said.

Media Tribe> What Is the Classic EU Fraud?

Posted by chaudry <k_w572001@yahoo.com>

APRIL 19, 2011,

By John W. Miller

The median fraud loss in the EU is €420,780, higher than in any other region, according to the Association of Certified Fraud Examiners, an Austin, TX-based group which put on a special European conference in Brussels this week. (See a summary of its key findings on Europe here.)

The European Union, and its juicy annual budget of over $150 billion, is no stranger to graft. Only last month, members of the European parliament were caught agreeing at least to the notion of bribery. The people carged with policing these crimes work at the European Anti-Fraud Office, a Brussels-based outfit of 500 known by its French acronym OLAF.

Its head investigator, a genial Belgian named Anton Penneman, spoke at Tuesday's gathering of fraud detectives.

So what, he was asked by a reporter, is the classic EU fraud?

His answer: A contract for construction or equipment in Brussels, the bloc's capital and home to some 30,000 EU civil servants, politicians and staff.

The target? The person writing the technical specifications for the contract. "If you can manipulate that person and convince them to tailor the specs to your company," you can often win the bid, said Penneman. "Companies are very creative in trying to contact and influence people working at the EU."

The inspector encouraged firms to report EU officials soliciting bribes. "If they're doing it with one company, they're doing it with other companies, too," he said, adding that OLAF — annual budget €57 million per year — saves the EU €170 million a year.

With the economy sour, officials said they expected fraud to increase across all sectors. "There's always that extra temptation during a crisis," said Koen Albers, president of the Belgian chapter of the ACFE.

Media Tribe> News Urdu English--Forcing CEO of leading group to fly country sent wrong signals

Need for proper growth plan, sensible decisions underlined

Forcing CEO of leading group to fly country sent wrong signals

Islamabad: [April 17]

The Pakistan Economy Watch (PEW) on Sunday said government seems too much busy in averting political and financial hardships leaving it with little room to formulate a comprehensive strategy for sustainable economic development.

Efforts to widen tax net to raise funds will only burden masses as political considerations is barring policymakers to touch favourite sectors enjoying unjustified exemptions.

In a bid to regulate economy the officials are making tax system increasingly complex and more inefficient, said Dr. Murtaza Mughal, President Pakistan Economy Watch (PEW).

Borrowings and deficits are crossing limits, prices of essentials are unsustainable, business investments are inadequate while the increasing share of financial sector is inflicting great damage on critical sectors, he said.

Absence of enabling environment and lack of incentives, underinvestment in education, health and infrastructure, increasing number of government created obstacles and corruption are also matters of great concern, he added.

He said that actions against HEC are contrary to the claims of producing an educated, flexible workforce. This decision came at a time when two provinces have failed to meet requirements for teachers.

Forcing CEO of a leading Group of Karachi to leave country at a time when he was about to become honorary consul general of two Scandinavian countries have sent wrong signal to local and well as international community, said Dr. Mughal.

Such actions are hard to justify by those who find themselves optimistic about the abilities of the ruling coalition, he said.

Generations of ineffective politicians have pushed illogical policymaking turning things from bad to worst, he said adding that the complex process of economic growth requires a little more than encouraging statements.

Media Tribe> FIA Directors Inam Ghani, Dr. Suleman To Face Action For Corruption

FIA Directors Inam Ghani, Dr. Suleman To Face Action For Corruption

Politically Well-Connected Officials Living Beyond Known Means

Accused Of Hushing Up Inquiries To The Tune Of Billions Of Rupees

Tariq Khattak

Islamabad:

Federal Investigation Agency is intentionally defending main accused in famous money laundering cases filed against leading currency dealers of Pakistan working under the name of Khanani and Kalia International (KKI), insiders said.

Those who are said to be directly involved in the case include Mr. Inam Ghani, Director FIA Lahore and Mr. Dr. Suleman, Director FIA, Peshawar.

Both officers who enjoy questionable reputation and facing a number of internal as well as NAB inquiries are accused of destroying evidence in this critical case.

Inam Ghani, and Dr. Suleman, both politically well-connected officials live beyond their resources, have accumulated great wealth and hushed up inquiries to the tune of billions of rupees to support corrupt elements.

They have repeatedly been suspended, put under inquiries and removed from important position but these actions would not deter them as their political masters would soon rescue them.

It has already been reported in the allvoices that Dr. Suleman was DIG HQ in KP Police when multi-billion rupees scam was unearthed which is now being probed by National Accountability Bureau (NAB).

Normally, officers under inquiry officers are not promoted, transferred or allowed ex Pakistan leave as it may affect the investigations process, sources said.

Mr. Suleman has already been promoted to BPS 20 despite being under inquiry what has already raised many eyebrows and now he is being transferred to FIA.

His posting has helped government to settle recently discovered multi-billion-rupees scams in various departments.

It may be mentioned here that the NAB is presently investigating a multi-billion-rupee arms purchase deal in KP after an official inquiry discovered serious irregularities and a huge loss to public exchequer.

Sources, coming back to FIA said that they have already lost the money laundering case filed against Abdul Munaf Kalia and Javaid Khanani in a district court in Karachi.

Now they have fielded an incomplete challan in district court Abbottabad to save culprits.

Mr Kalia and Mr Khanani, the directors of Khanani and Kalia International (KKI), one of the largest foreign exchange companies, were arrested by FIA in 2008 on the charges of money laundering.

They were accused of transferring foreign currency therefore cases were registered against them in Lahore, Karachi and Abbottabad.

In last two years not only have they been acquitted from the case in Karachi, it is likely that they might be let off scot-free from Abbottabad too.

This is because the final challan, which was filed by the Additional Director before court on Sept 22 last year, failed to mention the names of both the accused.

Because of this move, the both charged businessmen are no longer accused of smuggling billions of dollars out of the country.

Meanwhile, the FIA head office has ordered an inquiry against AD Tariq Pervaiz for not filing challans deliberately.

The wrongdoing was discovered seven months after the challans were filed in court, when the former DG FIA ordered a reinvestigation into the money laundering cases against Kalia and Khanani. He ordered this reinvestigation in the first week of March, after he was questioned about the matter in the Senate.

In fact, Tariq Pervaiz, the investigation officer in FIA Crime Circle Abbottabad, was granted permission to file challan against six accused but only four of them were named when it was filed in the court.

The challan does not mention either Kalia or Khanani despite the fact that their names were included in the Confidential Final Report.

The letter issued by the Director FIA KPK Dr Muhammad Suleman Khan says, "You intentionally did not include the name of two main accused namely Abdul Munaf Kalia and Javaid Khanani in the request of Challan."

In the Abbottabad case challans were delayed for five months.

"The filing of challan with four names could not have escaped the knowledge of Director, FIA KPK, Inam Ghani," the official said, adding that the entire case had been damaged.

Following the raid, the report filed by Investigation Officer Saleh Muhammad nominated Khanani, Kalia, Tariq Aziz and Wajid Aziz for money laundering in KPK.

During the final phase of inquiry in May 2009 IO Saleh Muhammad was transferred by Inam Ghani to FIA headquarters in Islamabad and the case was handed over to Tariq Pervez, who was then working as Assistant Director FIA, Peshawar Circle.

After he filed the challan, Pervaiz, was given a shoulder-promotion and made Acting Deputy Director FIA immigration by Inam Ghani, the director of the FIA.

The story of malpractices does not end here. In another glaring example of corruption, DG FIA, Malik Iqbal issued a letter to Additional Director FIA Zafar Qureshi to stop inquiry against former DG Waseem Ahmad and Director FIA Punjab, Inam Ghani which has been started by latter on their alleged involvement in hindering NICL's investigation and favouring Moonis Elahi.

But soon after the issuance of the letter, DG FIA, again gave go-ahead to the Additional Director General FIA, Zafar Qureshi to continue the process after the latter contacted former and briefed him regarding sensitivity of the matter, sources in FIA said.

Zafar Qureshi informed DG FIA that inquiry against both the accused was integral part of the investigation and it was an ongoing process which could not be stopped.

The DG FIA agreed with the investigation officer and asked him to resume his inquiry process.

It is worth mentioning here that former DG FIA and Director Punjab FIA were in hot waters now a days due to start of inquiry against them by Zafar Qureshi the head of the investigation team of NICL scam.

They were blamed by a former Director of FIA Mirza Sultan Saleem of being involved in hindering the investigation process of NICL scam. Mirza has submitted an affidavit in this regard with the investigation team and claimed that all the allegations levelled by him were true.

On which Zafar Qureshi had summoned both the officers a couple of days back but only Inam Ghani appeared before him and got his statement recorded.
